3、 Requirements for Import and Export of Hazardous Chemicals
Imported hazardous chemicals must comply with China's mandatory national standards and technical specifications. According to Article 4 of Announcement No. 129 of the General Administration of Customs in 2020, enterprises engaged in the import and export of hazardous chemicals shall ensure that the hazardous chemicals meet the following requirements:
（1） Mandatory requirements of China's national technical specifications (applicable to imported products);
（2） Relevant international conventions, rules, treaties, agreements, protocols, memoranda, etc;
（3） Enter national or regional technical regulations and standards (applicable to exported products);
（4） The technical specifications and standards designated by the General Administration of Customs and the former General Administration of Quality Inspection.
4、 Precautions for Import Declaration
According to Article 2 of Announcement No. 129 of the General Administration of Customs in 2020, when the consignee or its agent declares imported hazardous chemicals, the filling items should include the hazard category, packaging category (excluding bulk products), United Nations dangerous goods number (UN number), United Nations dangerous goods packaging mark (packaging UN mark) (excluding bulk products), etc.
According to Article 2 of Announcement No. 29 of 2023 by the General Administration of Customs (Announcement on Further Strengthening the Inspection and Supervision of Imported Hazardous Chemicals), the consignee or agent of imported hazardous chemicals shall truthfully fill in the attributes of the goods, inspection and quarantine name, hazard category, packaging category, United Nations dangerous goods number (UN number), dangerous goods packaging mark (packaging UN mark), and destination inspection and quarantine authority at the China International Trade Single Window when declaring, and upload the relevant materials required by Announcement No. 129 of 2020 by the General Administration of Customs (Announcement on Relevant Issues Concerning Inspection and Supervision of Import and Export Hazardous Chemicals and Their Packaging) according to the declared goods.
